    Welcome to the Martins Ferry City School District website.  Please take time to review the site and the many exciting things happening in our district.

 I am truly honored to serve as your superintendent of schools. We welcome you to our wonderful school district where we are focused on ensuring excellence for every student.

     The Martins Ferry School District provides the students in the community with an exceptional educational experience. The district's administration and teachers strive to ensure that all students are intellectually engaged, and experience numerous exceptional educational and extra-curricular opportunities. We understand and value the importance of helping each young person to succeed as a student and as an individual. Our highly experienced staff works hard researching, refining, and evaluating our instructional program to better meet the educational needs of all students as we enact our school to "develop critical thinkers and responsible citizens in a positive and safe learning environment."

     We are proud of the success Martins Ferry has experienced during our long and storied history.  We have earned recognition throughout the area in the classroom, the arts, and the athletic arena. These accomplishments are not earned by just the students and staff alone but are enhanced by the great support structure of parents, community businesses, city leaders and officials, alumni, booster organizations and, of course, our community members.  We thank all of our supporters for their hard work on behalf of our children.

Again, it is a privilege to serve the Martins Ferry community. I am excited to have the opportunity to lead our district. It is truly a GREAT place. I intend to continue Martins Ferry’s standard of excellence by providing you the support and tools necessary for learning to take place.

PRESS RELEASE

 

The Martins Ferry City School District Board of Education is continuing its efforts to bring the issues with its elementary and middle/high school buildings to a resolution.  As the community may be aware, there are a number of problems with the weather-tightness and roof and wall systems of the buildings.  These issues will result in significant long term costs if not addressed. 

 

The Board retained Mays Consulting & Evaluation Services, a design professional, to develop a solution that can be implemented to correct the defective conditions. With the assistance of its design professional, the Board has developed a plan to correct the building defects, and has publically bid out the repair work.  The Board recently accepted bids for the project, and a resolution declaring N.F. Mansuetto & Sons as the lowest responsible bidder, and declaring an intent to award the contract to N.F. Mansuetto & Sons for both buildings, was passed by the Board on February 28, 2019.  The anticipated timeline for the repair work is to start this summer and continue into the fall, with minimal impact on student activities once school is back in session. The Board has authorized legal action to recover from those entities and individuals that are responsible for these defects.

 

The Board has also been made aware of two separate additional issues with the school campus.  Two failed slopes were observed on the north and east sides of the elementary school.  The Board retained the services of Mannik & Smith to perform a preliminary geotechnical investigation to address the failed slopes.  Preliminary estimates put the repair cost at approximately $1.8 to $1.9 million.  The Board’s investigation of these issues is still undergoing.  There is currently no indication that these failed slopes are creating an immediate safety risk to the buildings, but the Board wants to be proactive in addressing these issues so that they do not become more problematic over time. 

 

Additionally, the Board is aware of a potential issue with heaving of the concrete foundation in the high school.  The Board has received a preliminary estimate from Resource International to address the issue in the approximate amount of $582,000.  The Board has not made a determination as to what steps it will take at this time regarding the heaving.  The Board is exploring its options and its investigation is still in the preliminary stages. 

 

To address all of these issues, the Board has authorized financing in an amount not to exceed $12 million.

 

The Board appreciates the understanding and patience of the community while it works to correct these unfortunate circumstances and to pursue reimbursement for the related expenses.  The goal is to correct the buildings for the community in the near future so that they can continue to be a valued source of community pride and center of community activity.
